Hello,
You may have heard that there is discussion to "re-open face to face services" Funding supports (absent retainer payment) are ending. The Department is seeking input on this plan. We believe that you Infant Development Program staff have some relevant things to share. What are providers thinking as they plan to re-open or how to continue as they have been open? IDA has compiled a brief survey to collect some data to create talking points on these issues. We plan on utilizing this collective data and share with the Department of Developmental Services. Please complete the attached survey in this Google docs link by end of day Friday June 19th. Update on Early Intervention Quality Indicator
A new universal Quality Improvement Indicator is being put forth for Early Start.
The universal Quality Improvement Indicator for 2024-2025 is ( cash incentive of 10%) is now being obtained by Participating in a Statewide Service Provider Directory. This would occur by Program staff sending Contact data ( Contact data of Main Corporate individuals, Managers, locations, hours of operations, description of program services, etc.) to the Department of Developmental Services for posting in a statewide Directory of services. Updating steps to be forthcoming. Focus groups are also part of the roll out plan.
Rationale for a Statewide Provider Directory:
- Accountability – greater insight into provider networks and corporate structure
- Access and Equity – more closely monitor the availability of a variety of service providers across the state
- Increased Transparency – plans to publish a statewide provider look-up tool for individuals & families
- Streamline Quality Incentive Payment Process – access to current & complete provider data
- Standardize Vendorization – create a consistent starting point for new providers statewide. (Department of Developmental Disabilities, QIP meeting 9/27/23)
The specific indicator for Early Intervention services beginning within 31 days is still in discussion.
The desired outcome is that children and families receive timely access to Early Start services.

A plan to pull data from the current E billing with an automated process is happening. A pilot program using last quarter's data is being implemented to allow tech details to be ironed out.
So far nothing in writing from DDS or verbal confirmation other than the QIP meeting discussion on 9/27. In that meeting it was mentioned that providers could share the information, so we are doing that in this message as promised..

As of August 26, the Department of Developmental Services released extensions on the following Directives.
DDS Directive 01-082922 - Extension of Waivers, Modifications and Directives due to COVID-19
One pertaining to the continuation of Early Start services past age 3, DDS Directive 01-082922 - Extension of Waivers, Modifications and Directives due to COVID-19 is extended to October 3, 2022.
