Presenters will address the followin
g questions early intervention providers and families are facing since COVI
D-19: How do we provide in-person services in a manner that is safe for eve
ryone? How do we support early intervention and child development while fol
lowing public health guidelines? How can we empower families to make inform
ed decisions about their child’s service delivery? Hear two experts in thei
r fields on how to best face these challenges created by the pandemic.

Deborah Allen, ScD
Deborah is the Deputy Director of
the LA County Department of Public Health (DPH) and Director of DPH’s Healt
h Promotion Bureau.
Dr. Allen has been fighting for social justice, re
productive rights, and support for children with special healthcare needs f
or many years. Most recently, she led the Bureau of Child, Adolescent, and
Family Health at the Boston Public Health Commission. For nearly 10 years,
she was the Massachusetts Department of Public Health's Title V Children wi
th Special Health Needs Director, the lead agency for Part C.
Between those positions, she held an associate professorship in Maternal and Child Health at the Boston University School of Public Health. Dr. Allen earned a Doctor of Science in Maternal and Child Health and holds master’s degrees in Health Policy and Management and Maternal and Child Health from the Har vard T.H. Chan School of Public Health.
Diane Cullinane, MD
Diane is a developmental
pediatrician, board certified in pediatrics and neurodevelopmental disabili
ties, and co-founder of Professional Child Development Associates (PCDA). R
ecently retired as Executive Director of PCDA, a nonprofit organization tha
t serves more than 1,000 children each year, PCDA provides a range of thera
peutic services to children and young adults, from birth to 21 years of age
with autism and other developmental challenges.
Dr. Cullinane receiv ed her undergraduate degree from Stanford University in 1976 and her medica l degree from Baylor College of Medicine in 1980. She then completed an int ernship and residency in pediatrics at Kaiser, San Francisco, and was a fel low in child development at UCLA. Dr. Cullinane has worked in a variety of settings providing care to children with developmental delays and disabilit ies, including a managed care medical practice, LA Unified School District, Children’s Hospital of Los Angeles, California Children’s Services and Eas tern Los Angeles Regional Center.
